but in san francisco and the bay area and particularly this agency i think it's more so and one of the challenges in san francisco around transportation i can't remember whether it's 28 -- we have too many transit agencies in the bay area and it causes a lot of challenges around -- we are a region and our focus at the transportation authority is san francisco first but also regional connections and making sure we're working well with all of the other agencies in the bay area so it takes a special kind of person to be able to navigate that. in addition internally in san francisco any land use and transportation are linked it's constant work with the mta, with the planning department, with the port, with the public utilities commission and mayor's office and caltrans and bay authority. it's a lot of different personalities, a lot of agencies working together so i think it's so critical for the next director to be someone who can very, very effectively work collaboratively with all of these agencies and help bring them together too because the ta even though there is some project

francisco earthquake. the transition that will pursue from this aftermath would change san francisco's transportation system once again. facilitated by city boss, abe ruth, ushering in the electric city car. the writing was on the wall. the clammer had begun for the experiment including public transit people. owned by the people and for the people. the idea of a consolidated city-owned transit system had begun traction. and in 1909, voters went to the polls and created a bond measure to create the people's railway. would become a reality three years later. on december 28, 1912, mayor sonny rolph introduced the new geary electric streetcar line and the new san francisco railway. that he said would be the nucleus that would host the city. and san francisco gave further incentive to expand the city's network. a project by way of tunnel leading into chinatown by way of north beach. in december the first streetcar was driven into the tunnel. just two years after its berth, muni had added two lines. and k, l and m lines that span out from westportal. in 1928, the j line opened heading west

the lives of children and families in san francisco for over three decades. she will have an opportunity to speak in a minute, but she will not say much about herself, so, let me give you a glimpse of her dedication serving some of san francisco's most vulnerable children and families from the time i met her in early 1980s helping southeast asian refugees in the tenderloin reset l themselves from war torn countries to a current organization that helps homeless families with small children to get back on their feet. ~ it is a true testament to her work and her dedication that she has created such a great and high-quality program that can serve not only homeless families, but families from all special economic levels, a feat not easily accomplished in san francisco. a little more about donna. after she earned her b.s. degree in elementary education from the university of pittsburgh and after teaching children through the seta program, donna really came to san francisco. on her arrival, she discovered proposition 13 resulted in the layoff of hundreds of bay area teachers and having been ins

of the greatest that the city of san francisco has ever had. the acoustics and it is all part of the experience that rory and robert are expert at it. they hire wonderful people and create a classy beautiful space in which everyone can enjoy the evening of the best music. they book such incredible performances from around the globe and those performers often need local musician and hire us to accompany them. they also book a lot of local talent and i can't even begin to express my gratitude toward them for giving so many local performers a chance to shine. and these are well-paid positions for the musicians and the exposure for an up scale venue is priceless. all of this is good for the musicians, the economy, great for the audience and for the community of san francisco in general. the razz room has also supported many benefits for a variety of causes in the bay area, it is a powerful, positive force in the community. and the down turn in the economy has taken its toll on all of us in the entertainment industry. and i am hoping that they can resolve these issues so that rory and robert could c

as police officers here in san francisco there is a myriad of options that officers go through whether it's 51/50 where people are danger to themselves or to others, door alleys, i know there are some mental health professionals who work closely with our program. we are trying not to get folks into custody. dr. mcglaegen, when we like restaurants, it's no fun arresting a drunk. there is a huge range. but again, with the city of san francisco, you have to do something. when you have people that is certain unimaginable. they can't make the call. they would help themselves if they could but they can't. so in talking about the san diego sip program which i know our mayor is in favor of and we are going to try to do it in this city and we have talked to them about the work they do with dr. mcglaegen, if we can get it going and have them stop this. if you can't, you get 30 days, but you have to pick it or it gets picked for you if you can't pick. on the high side, jail is not something we want to talk about for people in crisis, the poison doesn't go in their arm, the poison doesn't go in their

, to the uss macon islands. my name is lewis loeven and i'm the executive director of the san francisco fleet week association and what a great fleet week we're going to have for 2012. thank you. this is the second time we've had the uss macon islands and i want to thank captain pringle and his entire crew. what a great ship and what a great crew. they turned this swear hanger deck around all right night and turned it into a conference room and it looks absolutely beautiful. thank you, captain, and your entire crew. i'm going to make this short because we're already running a little bit behind schedule, but san francisco fleet week for the third year is organized with i object credible participation from city, civilian agencies from all around the region and all of us our fabulous united states military, the coast guard has been fabulous in providing assets to protect everybody out on the bay. it is one heck of a logistics program to get this whole program started and here we are the culmination of nearly a year of planning. we've had exercises, we've had lots of meetings down in san fran

and county of san francisco has, and that is carnival, which is about to happen in about ten weeks from today. there had been a number of reports that point to some financial issues with the entity that is currently running carnival, and i want to thank the mayor's office and specifically joaquin torres, but the mayor's office who has been working with my office, so that we as a city ensure that this event goes forward. and i want to make it very clear that the city and county of san francisco is doing everything we can to make sure that this event continues to happen, notwithstanding some of the issues around the financial problems faced by this entity that has been running carnival to the last few years. we are also grateful to the controller's office, to ben rosenfield and his staff, because they are providing technical assistance, reviewing information to make sure that we have a better sense of what it takes to put on a successful program. not only a successful program for this coming year, 10 weeks from now, but also a successful program going forward. carnival has been an institution i

this legislation. i think it's very important. i renovated half a dozen small buildings in san francisco over the last 30 years and that's something that i have always done. i would like to tell you a little bit of the realities having done major retrofit on a building. i was aware that in march of 2010. the board of supervisors unanimously passed legislation to get owners to voluntary retrofit and strengthen soft story buildings which was what i i had and they would wave buildings fees and expedited permits. in may of 2011 i went with my engineer to submit plans to retrofit a building and i had the plan checker from hell who had no idea of what we were trying to do, got no fee reductions, after a year of going back and forth it finally passed and went to the bureau of street use and mapping which looked at google earth and came up with a bunch of things that had nothing to do with working with this building. that took another couple months. by the time i finally got the permit in october. it's downpours and as we show we have a series of earthquakes and finally got done about 6 months later.

of the packet. i will highlight the 3 request and the one san francisco state request and michael chung will come back to highlight the geneva visibility study request. i know there is an enclosure to the request from the sponsors here. the first project is dpw request to use the funds to replace equipment and repair and cleaning vehicles in order to meet california air resources board requirements. the funds will be used on 36 vehicles that would otherwise be taken out of service. these vehicles will be retro fitted with new parts. this should be complete by 2013. the next project is dpw improvement project. the funds are used for the design and production i am improvements, 23rd avenue and flora drive. this will be a local match for federal grant funts and improvement is flashing being beacons. it will be used to april 14. the project is being coordinated with the cal trans paving project which is set to the paved in 2014. the construction of the production improvement should be completed by march 15. the final is broadway improvement phase, this will improve broadway sidewalk and in

a native of san francisco and proud resident of beacon street for the past 42 years, and this issue a tronnishing enough has come back to haunt us. it has actually been resolved some years ago and now since we're revisiting it i stand here opposed to the vision of mr. ginsburg which is to develop this so called trail and his vision continues to say that it would connect -- interconnection with billy goat hill in this case and walter ross park. i am opposed to the development of such a concept and the development of the so-called trail. the so-called trail is a probably no wider than this, a foot and a half to 2 feet, and in our estimation it's been created in a fashion by someone at night that arbitrarily chosen this and by the way on a very steep incline. it's a relatively short area of country hill side and it does continue from the bottom at beacon street and all the way up to the park and it's makeshift. it's primitive. i wouldn't like to leave the impression it's a modified trail because frankly we don't see its usage. those of us that lived for years drive by their da
